Department of Planning & Codes The Department of Planning and Codes has three main functional areas:
Comprehensive land use planning, code enforcement, and development review.
The Department also handles a wide range of related tasks including support of the County's Planning Commission, Board of Zoning Appeals, Construction Trades Board, and Liquor Board.
The Department develops and updates the County's Comprehensive Plan, the primary long-range land use planning tool.
The Department ensures local development meets County and State regulations including Zoning Ordinance, Subdivision Regulations, Critical Area Ordinance, Floodplain Management, Stormwater Management, and Forest Conservation.
Staff review proposed site plans for conformance and provide technical assistance to the Planning Commission and BZA in reviewing and approving plans, variances, and special use exceptions.
The Department issues a range of permits and licenses and conducts site inspections.
Code enforcement personnel ensure compliance with the Building Code, Plumbing Code, Electrical Code, Minimum Livability Code, Salvage Yard Licensing and Alcoholic Beverage Licensing.
The Department is also responsible for the administration and management of the Agricultural Land Preservation Program, Rural Legacy Program, County-wide Addressing Program, Census Data Distribution and Geographical Information Systems (GIS) DEFINITION:
This is a professional position within the Department of Planning & Codes focused on Development Review and Project Management.
The position is responsible for the technical review of building permits, site plans and subdivision plats in accordance with County and State development regulations (e.
g.
, Critical Area Program, Stormwater Management, and Forest Conservation).
This includes coordinating reviews with multiple agencies, reviewing regulations, and providing technical guidance to citizens.
An employee in this position works for the Planning & Codes Department and receives general supervision from the Assistant Director of Development Review.
Hours normally are scheduled to coincide with the County's business operations.
Work is performed with general supervision.
The work environment is generally in office; however, project site visits will be routine.
The position is exempt from the overtime provisions of the Fair Labor Standards Act (FLSA) in accordance with Section 13 (a)(1) Part 541, Administrative, Title 29, Code of Federal Regulations.
EXAMPLES OF WORK:
The following examples are meant to be illustrative rather than comprehensive:
Prepares or conducts comprehensive review of building permits, site plans and subdivision plats.
Coordinates interagency and interdepartmental review of projects and plans through the Technical Advisory Committee.
Uses the County's GIS and Permit Software in development review activities.
Coordinates with State agencies in the management and implementation of State Programs including the Critical Areas Program, Forest Conservation, Stormwater Management, and Erosion & Sediment Control.
Provides outstanding customer service to residents and businesses doing business with the Department.
Attend public hearings including hearings after normal working hours and on weekends.
Engage in professional development to remain current in development review issues.
Work as an effective member of the Planning and Codes team.
Performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Working knowledge of MS Office Suite, i.

, Word, Excel, Outlook, PowerPoint, and of Internet search software.
Knowledge of principles, practices, and objectives of zoning and development review.
Ability to organize and present the results of complex research or analysis in a clear and concise manner.
Ability to write effectively.

Ability to organize, prioritize, schedule and coordinate work flow to meet project goals and deadlines.
Ability to write, interpret, apply and explain complex rules, laws, regulations and ordinances.

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of purposes and policies, procedures and regulations of a County planning and zoning department.
Knowledge of Caroline County, Eastern Shore, or Maryland land use, zoning, and development review practices.
Experience reviewing professional site plans and surveys.
MINIMUM EDUCATION, TRAINING AND
Experience:
A Bachelor's Degree in Land Use Planning or a related field and two (2) years of experience OR An equivalent combination of acceptable education and work experience equal to six (6) years, which has provided the required knowledge, skills and abilities to perform the position.
REQUIRED LICENSES AND/OR CERTIFICATES:
