GRADE 19 LOCATION OF POSITION Department of Human Services Caroline County Department of Social Services 300 Market Street Denton, MD 21629 Main Purpose of Job This incumbent will serve as the Assistant Director for the Family Investment Administration Division.
This incumbent will establish goals, priorities, policies, budgets, standards and schedules for Family Investment as well as ensure compliance with Federal and State law regulations.
This position will also oversee and direct the performance of all staff responsible for eligibility determination in all Family Investment Programs, Work Opportunities and Purchase of Care.
POSITION DUTIES Program Management Administer and interpret Federal and State law/policy governing public assistance eligibility, welfare reform initiatives and personnel management.
Create, assess, and revise local policy and procedures for Family Investment Program.
Interpret policies/procedures for customers, staff, other agencies, and the community.
Respond to and resolve customer concerns/complaints and inquiries from DHR, the Governor's Office and local politicians.
Review and analyze operating procedures for maximum efficiency, such as workload assignment, application processing and workload flow.
Design and revise local forms.
Review Quality Control reports, appeals, audit reports, fraud complaints, and other Family Investment Program reports.
Prepare responses and/or corrective action plans.
Represent agency at State and interagency meetings, committees, and task forces; explain relevant law, procedures, and policies to staff, elected officials and the public.
Establish, implement, and monitor local policy for EAFC, WAGS, work requirements, Comprehensive Program Review System (CPRS), POC and EBTS operations.
Serve as local department Family Investment Program representative for committees and workgroups at State and local levels.
Review and analyze reports.
Maintain security of automated operations.
Evaluate and select vendors and service providers.
Make recommendations for the handling of public relations situations and decisions.
Human Resources Management Recruit, hire and promote local Family Investment Program staff.
Review ongoing staff training and development.
Mediate disputes/conflicts among staff.
Delegate responsibilities for answering inquiries and completing special projects.
Review and approve timesheets and staff reimbursements.
Plan, request and schedule all staff training.
Coach employees and create staff development plans to enhance performance.
Hold regular supervisory conferences and staff meetings.
Complete performance appraisals for supervised staff and review appraisals completed by department supervisors.
Advise supervisors of staff in resolution of problem cases.
Approve and manage employees use of leave.
Plan, direct and evaluate the work of subordinate staff.
Handle personnel actions such as progressive discipline and reclassifications.
Other Duties as Assigned Emergency Operations:
Participates, as needed, in the agency's mandated obligation to provide mass care and shelter under the direction of the County or State Emergency Operations Center.
At all times, the incumbent will provide customer service to both internal and external customs that meets or exceeds the standards set by the Department.
Perform other duties as assigned.
MINIMUM
Qualifications Education:
A Bachelor's degree from an accredited college or university.
Experience:
Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.
Notes:
1.
Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.
2.
Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.

Candidates may substitute U.
S.
Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.
DESIRED OR PREFERRED QUALIFICATIONS Preferred
Qualifications:
One year of experience working in the Eligibility and Enrollment (E&E) System.
One year of experience preparing and/or overseeing a budget in a government agency.
One year of experience using Excel to create and maintain spreadsheets.
Six months of experience using Google Workspace applications.
Six months of experience using Workday for timekeeping and performance management.
Possess excellent oral and written communication skills.
Be a hands-on leader with regard to deliverables of the position.
Be able to work in a fast-paced environment while meeting multiple priorities and deadlines.
Possess strong interpersonal, organizational and leadership skills.
Experience managing and collaborating with a remote or hybrid workforce.
